340202 - Download starts before confirmation

The download manager pops up confirmation whether to download the file or not. The file is huge around 2MB and takes nearly 3minutes at my net speed. But if I leave the confirmation as it is and do not click any of it button for nearly 3 minutes and then press yes, the download manager flashes "Download complete" in a second. 

Is the download manager already started downloading the file in background. If that is the case the actual use of confirmation before download is useless.



Reproducible: Always

Steps to Reproduce:
1.Click uiopon any resonable size of file to download. Faster the net connection attempt to select a huge file to see the problem.
2.Wait for few moments till u assume that your file would have been downloaded in this moment if u accepted the download permission in the popup.
3.Now click yes. Fast ... Fast the file downloaded in a fraction of second. But I didnt wanted to download this file....:) my bandwidth got wasted.

Hoping to patch it up quickly.


Expected Results:  
Should wait for user confirmation before start downloading.
