This is really an RFE for google.
It seems like the results for suggest are independent of locale, or http header
for accepted languages.
It'd be nice for users to see those results first that are actually likely to
show results in their accepted languages. For reference, see Michele's posts in
the linked thread.

To clarify, this is about the SuggestionURL, or 
http://www.google.com/complete/search?csv=t&qu=

http://www.google.com/complete/search?csv=t&qu=Mu&lr=lang_de for example with 
intl.accept_languages as de-de, de, en-us, en shows only English suggestions.
