Fixed to be like the second image at the top right position.
Reference and documentation bug. When in full screen mode, the SoftwareKeyboard XUL container is gone, so then the soft keyboard appears at the very top and hides HTML elements.

The solution quick fix was to hide the Nav bar in full screen but leave all the other float toolbars so the XUL keyboard container toolbar shows when needed.
