Details

Currently, there are two "what to do with this file" dialogs shipped as part of toolkit: http://lxr.mozilla.org/seamonkey/source/embedding/components/ui/helperAppDlg/nsHelperAppDlg.xul http://lxr.mozilla.org/seamonkey/source/toolkit/mozapps/downloads/content/unknownContentType.xul ...while only the latter of them is used in at least Firefox/Thunderbird. The former dialog and its supporting files (nsHelperAppDlg.properties/nsHelperAppDlg.dtd) shouldn't ship with toolkit. I also suggest renaming the JS component to nsHelperAppDlg.js to nsUnknownContentTypeDialog.js for clarity.
