Two problems addressed.
First, I removed too much stuff from the toolkit jars. Specifically I removed stuff that would enable clipboard menus from context menus. This change basically moves stuff around in the jar.mn files under toolkit.
Second, I have found that if we do not activate popup windows under Windows CE, mouse events (mouse up and mouse down) do not get sent to us.
