Use ctrl-wheel to re-size text on page showing a form with fieldsets

dynamic resizing doesn't work when the mouse cursor is in whitespace inside a fieldset, yet does work when inside or over a non-whitespace element inside the fieldset

Reproducible: Always

Steps to Reproduce:
1. tried several sites using fieldset(s) - consistent result
2. also won't work when m.over button and radio button inside fieldset
3.






Given the particular positioning issue, some users will be confused by the loss of dynamic resizing in certain areas

this depends on how wide-spread use of dynamic text resizing actually is.
