Parent's page elements tooltips are displayed on top of child popups.

Reproducible: Always

Steps to Reproduce:
1. Create a page, with elements that have title attribute set
2. Open a popup from this page using window.open
3. Move the popup so it's partly over element with title
4. Move the mouse over element onto popup, and stop in positione where both popup and element (under the popup) is present


Actual Results:  
Parent's page element title appears.

Expected Results:  
No tooltip should be visible.

Tested in Firefox 2.0 beta1, 1.5.0x and Seamonkey 1.0.1

Sample demontsration: open testcase.html, click on blue rectangle -> popup will open. Move mouse over rectangle onto popup.

Tested using Mozilla/5.0 (X11; U; Linux i686; pl-PL; rv:1.9) Gecko/2008052909 Firefox/3.0 - problem is no longer here. Thanks for a fix!
