Details
The tab close button for a selected tab doesn't highlight on mouseover. There are currently only two icons for the mac close button and we need three.
There are four states for a button and we need at least three icons to represent those states. Right now we have two button icons to represent those states:
focused and highlighted - medium highlight
focused and unhighlighted - medium highlight
unfocused and highlighted - medium highlight
unfocused and unhighlighted - no highlight
We need three:
focused and highlighted - bright highlight
focused and unhighlighted - medium highlight
unfocused and highlighted - bright (or medium) highlight
unfocused and unhighlighted - no highlight
Windows has the three icons and uses them like this:
focused and highlighted - bright highlight
focused and unhighlighted - medium highlight
unfocused and highlighted - bright highlight
unfocused and unhighlighted - no highlight

It might be more accurate to replace the "focused" words above with "selected".
Also, this was tested on Mac and Windows with the latest nightly 2.0 builds.

close button also doesn't highlight on mouseover in windows - stays dim.

The bug as described in its title is WORKSFORME with FF21 in OSX 10.8.
There are extra suggestions in the bug description about the highlight behavior of the tab close button but with the Australis work I think this bug can be closed as the new design is significantly different for this to still be valid.
