Details

Thunderbird 1.5.0.5/2006070616; italian; on Xubuntu

To recreate:
1. Open "?" menu and go to release notes or help

Expected: Browser opens with link to Help or Release Notes respectively

Actual: Nothing happens

This seems to happen only in Linux.
ispiked double checked on a Ubuntu installation where Firefox was set as the default browser and the help page was launched. This may be a problem with my Xubuntu installation.
This may be a problem with the default browser registration. Thunderbird/GTK2 uses Gnome settings for this.

If you don't have Gnome, you may set the http and https protocol handlers manually in about:config.
Looking at the comments, this is not a Mozilla, but a configuation bug? Can this be closed then? WORKSFORME or INVALID come to my mind.
I think WORKSFORME is fine.
