In bug 344521 we made it possible for people to have custom fields on enter_bug.cgi. But we didn't give them any way to actually create such fields, other than manipulating the database directly. :-) I'd like to see bug 289357 fixed before this one, because my code in there will make this one easier to fix.
I already implemented this feature in bug 344875.
