To increase accessibility of pages where links aren't made withs simple text like:
<a href=...>a link</a>
but rather with images:
<a title=... href=...><img alt=... src=.../></a>
which often contains some text but rendered in a specific style, it is desirable for users to be able to find those links with a text search feature seeking "alt" and "title" attributes.
