Currently the data provided for the "check local lists" mode doesn't include a large batch of urls from third party data providers. I'm told that the licensing is almost done to allow use with Firefox 2, at which point, we'll need to turn it on.

The bug for licensed update urls is 344897. However, we need to add one line to the source code to request downloading of these urls. We can go ahead and turn it on now since the server just ignores them until the update url is changed (bug 344897).
Summary: turn on licensed anti-phishing urls → enable licensed url table in source code
