Whenever I log into my lycos mail account, a pop-up window ad comes up even though it is set to block pop-up windows and even shows a message that it has supposedly successfully blocked the window.

Reproducible: Always

Steps to Reproduce:
1.turn on "Block pop-up window"
2. go to mail.lycos.com and login to your webmail
3.wait and watch the magic happen

Actual Results:  
ad window pops up

Expected Results:  
no additional window should pop-up

open pages are a lot faster in this build. that's the good thing.

The difference between this and the bug you claim this is a duplicate of is that I did not click on anything to get the pop-up window. The pop-up window came even though it was supposed to be blocked.
