stop "all tabs" animation on mousedown on the scrollbutton-down button?

spun off from bug #342900.

I wonder if we should be stopping the animation also on any scrolling of the tab strip (for example, you can scroll with the mouse wheel.)
with bug #347783, we now animate the scrollbutton-down (the same way we animate the alltabs button), so perhaps this is more of an issue now.

We quickly flash the scrollbutton-down only these days, so I don't think this is an issue anymore
