347321 - Add .biz to IDN TLD whitelist

I'd like to request Gerv to review our (NeuLevel - .biz registry) policy on IDN, which has always been a conservative one except the marketing folks were slow to update the site to assert the statements that Mozilla needed to see. It finally happened and we have updated our web site.

The same patch applies to the branch, with an 18-line offset.

Requesting approval for checkin to the Firefox 2 branch; as per normal procedure for IDN policy changes, no code review is needed.
