Priority is specified by the most dependent bug and shouldn't be respecified.
If I have 3 bugs
1,2,3
2 & 3 block 1
Setting bug 1 to priority P1 means that 2 & 3 must also be P1.
So specifying priority lower than the dependent bug is really meaningless. It could be more important than the dependent bug but certainly not less.
so Setting bug 1 to P3 means that 2 & 3 need to be P3, P2 or P1
