Transparent background at top-level draws as white rectangle _only_ over the inner browser window

If I add a floating window with a transparent background (and give with transparency) at the top level it paints with transparency over the menubar and the status bar, but with a white background over the inner browser window.
Reproducible: Always
Steps to Reproduce:
1.install the example extension
2.click the "track pointer" button at the bottom of the screen
3.move the mouse over the window, including the menu bar and the inner browser window - an Arrow with transparent background will follow the mouse pointer
Actual Results:
When the floating window follows the pointer, the "should-be" transparent background is rendered as a white rectangle instead
Expected Results:
A floating arrow with no visible background should follow the mouse pointer
If this same floating window + transparent background GIF is added to the inner Browser window, the transparency is rendered correctly (ie no white rectangle behind it).
