348620 - Option to have mails not contain any information if the bug is in a group

currently we send all content over the smtp wire. as such, I have intentionally refrained from having my gmail account added to the security groups so that people who watch me read gmail won't see security bug content.

an alternative which would be better, would be for me to be able to set a flag in bugzilla such that any mail sent to [e-mail] for bugs that are security grouped would result in one of:

The exact content of this message is subject to negotiation. In 1, there's no content, in 2 you will see the who and a when if applicable, but not what.

This should probably be configurable by the admin, on a per group level and by the user. Although I'd be happy with only the user form. (I wouldn't actually encourage admins to configure this feature.)
