The Lightning iMIP/iTIP code needs to handle rescheduling appointments via the COUNTER/DECLINECOUNTER/REFRESH states.

Currently, the iTIP/iMIP code only allows for simple REQUEST/REPLY states of iTIP.

Reproducible: Always

Steps to Reproduce:
1. Receive a meeting request in thunderbird\Lightning via iMIP
2. Try to figure out how to reschule the event and propose a time to the organizer


Actual Results:  
There is no method through the exposed iMIP UI that allows the user the ability to reschedule the event.

Expected Results:  
That there would be nother button in addition to the Accept/Decline/Tentative which would be Reschedule. Reschedule would handle the under the covers work of performing COUNTER/DECLINECOUNTER iTIP operations. The REFRESH operation must also be used so that the another attendee (not the one requesting the rescheule) can receive a new appointment that has been updated.

Only release drivers should set blocking+.

We decided on the QA Chat that this doesn't block 0.7 release. The feature is on the roadmap for the next release.
