The new list of default bookmarks (bug 348165) includes a "Help and Tutorials" link that points to http://%LOCALE%.www.mozilla.com/%LOCALE%/firefox/help/.

We'll hook up a temporary redirect to avoid a 404, but before Firefox 2 ships we'll need either content for a new page, or guidance about where to point a permanent redirect.
