When a page loads up, the size of the scrollbar on the right can change size.
(gets smaller)    In recent builds, the scrollbar area is not repainting
properly, so it shows a "ghost image" of the scrollbar each time it changes size.

Reproducible: Always
Steps to Reproduce:
1.Go to a web site, such as http://www.winfiles.com

Actual Results:  As the page loads up, the scrollbar gets smaller.   But when it
does get smaller, the scroll area is not repainted, showing a "ghost" image of
the scroller.

Expected Results:  The Scrollbar repaints properly.   (no "ghosting")

This probably happens on lots of pages, and probably depends partly on the
internet connection speed.   (time taken to load up the whole page)   I've found
that http://www.winfiles.com reproduces this bug the most reliably.
