"Open in a new tab" should be disabled in open location dialog if there is no browser

The "Open in an existing/current browser" option is disabled in the open location dialog if no existing browser window exists (when only composer is open). The option to open the URL in a new tab should also be disabled. Currently, it's not and (if you select it) when you hit "Open" nothing happens. With attachment 234700 [details] [diff] [review], it should at least open a new window.
It seems reasonable to me for the two options to not show up at all, but I'd settle for the tab option being disabled.
