Overview Description:
If would be great if clicking the navigator in the lower right corner could open
more than two navigator windows.

Steps to Reproduce:
1) Start browser
2) Click the open new browser icon
3) Click it again and nothing happens

Actual Results:
No more navigator windows can be opened with this browser icon.

Expected Results:
A new window should open every time the button is clicked.

Reproducibility:
Everytime

This was also a limit in Netscape Communicator 4.x

IIRC, this button is working inconsistently on different platforms, and there
are dueling RFEs asking for both the expected and actual results reported here.
I'll try to find the bug numbers...

There are actually three bugs already existing on this topic:

Bug 31303, "[rfe] navigator icon should open New window", and
Bug 31561, "Navigator button on "taskbar" behaves inconsistantly", DUP of
Bug 20306, "Can't open more than 2 windows with navigator button", REOPENED.

As an RFE, this bug is better written, but bug 20306 has a Milestone set.
