"javascript:" URLs seem broken

With the latest M15 builds, "javascript:" URLs seem broken.
As an example, load in Mozilla's Tinderbox web page, and try clicking on the
"Add tinderbox to your sidebar" link.
This is major functionality loss.
Warren, I don't know if you are the right person for this bug, but I seem to
remember that you had some checkins near the end of March regarding "javscript:"
evaluation, so you get first crack at this bug.

Note: as the Tinderbox example suggests, this breaks the ability for third party
websites to add their own sidebar panels into Mozilla.
Also, this breaks functionality I added recently for third party websites to add
in their own search engines into the "Search" sidebar panel.
