Make a default vertical scrollbar as like IE

It's not bug but an usablity issue compared with IE. Firefox doesn't have a default vertical scrollbar, but IE does. So a layout is changing when I move from a short page to a long page. It's bad to user's eye. I knew it's solved when body {overflow-y: scroll;} is assigned. But, I want to change it by a default as like IE. Or please make a config variouble such as dom.vertical_scrollbar_visible.

If you want to fix it, you must make own userContent.css with body {overflow-y: scroll;}.
