1. Create a POP3 account using the Global Inbox
2. View -> Show/Hide -> Location Toolbar
3. Drop down the location popup

Actual result: Folders shown for deferred account

Expected result: Only local folders shown

I can't approve 1.8.1 bugs even if they are mailnews only. I thought we had a thunderbird-2 approval flag but that must be just for bugs in the thunderbird component.
