Overview Description:
clicking on a grippy pane in a toolbar causes the toolbar to disappear and you
are unable to get it back

Steps to Reproduce:
1) click on the grippy pane in the navigation or location toolbars
2) observe
3)

Actual Results:
the toolbars collapses but you are unable to get re-expand it

Expected Results:
there should be a small grippy pane there to reopen it

Reproducibility:
every time

<Ben_Goodger> also, you can collapse the header in prefs, or in the profile
manager, and it won't come back, hyatt rewrote toolbars
