[Regression] Toolbar minimizing problem: disappearing

On 2000041008, win98, when I minimise a toolbar (ie click on that tab that
becomes light blue on mouseover), the minimised form of the toolbar never shows.
I have to close that window to use that toolbar.

adding all OS's to bug, as Linux sees this and adding Regression to Summary.
OS: Windows 98 → All

After minimizing either toolbar (and watching it go away entirely), in a New
window (ctrl-N), that toolbar appears in its minimized form.
This problem occurs with 2000-04-09-08-M15 on WinNT
This problem does not occur with 2000-04-07-08-M15 on WinNT

Comparing details, this absolutely is a DUP of bug 35181,
"Using grippie to collapse toolbars completely hides them".
