I noticed this problem after the most recent update from a week ago. Quote marks, copyright symbols, and some bullets appear as question ? marks.

Reproducible: Always

Steps to Reproduce:
1. Please go to this URL: http://www.cuginisoccer.com/generic62.html
2. Please view the table of contents with question marks instead of bullets
3.

Actual Results:  
? instead of copyright symbols, quotes, and bullets.

Expected Results:  
Same.

Displayed symbols as bullets, copyright symbols, and quote marks.

Actually, that site isn't even using a list. It's putting text (with characters for the bullets) in a <span>.

It's an issue with character encoding. If you use Auto-Detect or set the character encoding to Western it should display fine.
