This is very similar to bug 354531. In most other parts of the UI, restoring defaults means restoring things to how they originally were, so if someone adds a search engine and wants to go back to having only the defaults, they should be able to use this button to do so.
The button intentionally doesn't remove newly added engines, though, so I don't understand why we would enable the button in that case. Are you saying that it should?
