354561 - change minVersion for 1.8.0

We should change the minVersion in our install.rdf to be 1.5.0.3 or something for the 1.8.0 branch.  Otherwise we can't install the .xpi on back-level versions of 1.5.x where the extension should still work fine.  We'll need to do this for FF 2 eventually on the 1.8.1 branch, but probably shouldn't change that now.  We'll still have a core change or two to put in web services so our minVersion should probably be that version (which will be after FF 2 ships...they won't let us put in anything else right now).

We'll do that on the 1.8.1 branch which is where ff 2.0 lives.

checked into 1.8.0.  Resolving bug fixed since this is a 1.8.0-only bug.
