url bar favicon tooltip ("Drag and drop this icon to create a link to this page") interferes with dnd of favicon to personal toolbar to create a bookmark

steps to reproduce:

1)  visit a page
2)  hover over the favicon in the url bar long enough to see the tooltip ("Drag and drop this icon to create a link to this page")
3)  tooltip persists even when I'm no longer over the favicon and the tooltip blocks me from drop the bookmark on parts of the toolbar.

my apologies for not logging this sooner, I think I've seen this with the mozilla 1.8 branch (ff2) for a while

note, I don't think trunk has this problem and I haven't checked 1.5 yet.

I think I have seen tooltip issues like this with tbird 2.0 b1 builds, too

recent trunk builds don't seem to have this problem, so perhaps josh or mark fixed it?

yes, with dnd filing of message from the thread pane to a folder.  mscott, do you have a bug on that?

logged bug #354641 on tbird, but I think it is related.
