354699 - On some Windows/Linux themes preferences window is cut

I've got few reports from community, that on some Windows/Linux themes (and when some WindowBlinds themes installed) preferences window is cut (see http://jemmix.jino-net.ru/images/screenshots/firefox-2.0rc1-translation-bug.png as example). It doesn't happens with Luna, that's why I missed it. It's rare case, but IMHO worth fixing.
With some help for community I've found optimal sizes for pref window.

[ru] prefwindow size changed for RC2 and landing today.

Dunno about it's user agent.

Adding fixed1.8.1 keyword, as there are check-ins with a corresponding bugnumber.

Please make sure that the bugs are VERIFIED, and if so, change the fixed1.8.1 keyword to verified1.8.1.
