Lock does not change when going to a mixed frames site.

Details
1.) Visit http://junruh/tests.html - an insecure site. Note the lock icon.
2.) Click on test 6 - "one frame is insecure".
Notice that the lock is unchanged.
3.) Visit https://junruh/tests.html - a secure site. Note the lock icon.
4.) Click on test 6 - "one frame is insecure".
Notice that the lock is unchanged.
What is expected: That the lock should show mixed when clicking on test 6.

OnStartURLLoad is not fired for framesets. Scott & Travis, please make sure
that the new WebProgress interface is called for these...
