35518 - opening a bookmark from menu does not update address bar url

Overview Description:
when you click on a bookmark from the menu or personal toolbar, the page is
loaded correctly, but the address bar url is not updated correctly

Steps to Reproduce:
1) load a bookmark from the menu or personal toolbar
2) load another bookmark from menu or personal toolbar

Actual Results:
after (1), the address bar url is not updated. however when you click (2), the
bar is updated, except with the url of the site you went to in (1). If you keep
loading bookmarks, this pattern will continue- it's always one page behind.

Expected Results:
url of currently loaded page should be put in the address bar

2000041108, Win98

Additional Information:
-this is a recent regression
-works fine when loading a bookmark from the sidebar

Confirmed with 2000-04-11-08-M15 on WinNT; this problem of lagging URL
bar updates happens much but not all of the time.

I have not beed able to discern a pattern yet, likely in part due to another 
aspect of bug 33952, "Clicking on links or buttons sometimes does nothing".

No, this is not bug 33952. It's bug 33870:
"URL bar shows the wrong url after changing pages by links or bookmarks"
