Since there is no way to create locales from the admin interface yet, if the install script doesn't create an entry in the locale_lookup table, trying to submit anything from the "run tests" page will fail and result in a 500 error. So, the install script should include an entry in the locale_lookup table by default (probably en_US). I think it should include one even if the admin interface is done as it's a pain to try and figure out exactly what's missing from your install and make sure everything's created.

Part of the problem here is simply that the populatedb.sql data is out-of-date WRT the schema. We need to separate out the Mozilla-specific data and just create a very basic set of relationship data.
