Firefox blocks popups, but it doesn't show them when you change the preference to allow them.

STR
1. Make sure you have the option to "Block Popups" checked in the Preferences/Content tab.
2. Visit a site like abcnews.go.com, or www.orbitz.com, or www.time.com. (Notice that you will get a message saying FF has blocked a popup)
3. Click on the Preferences button that appears in the warning, and select "allow popups from this site".
4. Reload the page.

Expected: You should see a popup appear after reloading the page, consistently.

Actual: No popups.
Sites often make sure to only show popups one time, based on cookies. Are you sure that isn't what's happening here? If you disable popup blocking entirely, and reload the pages, do you see the popups for each reload?
This is what is happening. I had tried clearing all private data, and the results of the popup test were more consistent; but, do I change the test case in Litmus to explain this, or do we provide information in the popup blocker window so the user knows what to expect? It's no biggy since the user will see the generally more desirable behavior, blocked popups, but there will be those that will wonder if this is working.
And no, when I disable popup blocking entirely and then reload the pages I do not see the popup windows. If I clear the cookies, I will get popups in both instances, when I disable popup blocking entirely or when I allow a specific site.
Juan: I'm resummarizing this to match the actionable item from comment 2, hope you don't mind. I'm thinking this bug report can probably just be resolved INVALID or WONTFIX at this stage; I'm not sure that there's anything we can do to make it clear that popups "might" not work when reloading after allowing without making things horrendously wordy.

Firefox should show blocked pop-up immediately when selecting "Allow pop-ups for ..." - if user choose to allow pop-ups for given site he probably wanted to see the blocked pop-up at the same time without the need to repeat the steps to activate it...
(note that after selecting "Allow pop-ups for ..." notification bar disappears so you might have lost chance to see the pop-up;
there could be additional check to not show blocked pop-up if user before selecting "Allow pop-ups for ..." selected "Show pop-up").
