Details
bkdelong@zotgroup.com provided the above testcase in another bug. I noticed
that Mozilla (Linux build 2000.04.12.11) does not comply with the suggestion in
the spec that nested quotations should be handled specially and
language-dependent. Right now, the nested <Q> tag in the testcase gets double
quotes, it should get single quotes. The language is also ignored, e.g., in
<P lang="fr">blah blah blah <q>blah blah</q> blah
we get double quotes instead of the French quotes <<...>>
