35742 - UI, 3-pane window toolbar buttons missing drop-down menus

Using build 2000-04-11-08 on mac and -09 on win and linux mailnews has no menus 
for toolbar buttons the 3-pane window.  Specifically for the following buttons:
Forward (while a Mail msg is selected)
Reply (while a News msg is selected)
Reply All (whild a News msg is selected)
Next (when any mail message is selected)

Note: I had orginally reopened bug 16479, but trudelle says this is front end 
not infrastructure so I'm logging this as a new bug.

Note: when these drop-down menus are added they need mnemonics for each 
menu item (like in 4.7).

May be a duplicate of 17796, but the Forward button is covered in this bug and 
not in bug 17796.
