The download manager does not work.

The clean button is always on, but there is no downloaded file to delete.

Reproducible: Always

Steps to Reproduce:
1. You try to download a file
2. The download manager is activated
3. There is no progressing download, despite the clean button is on

Actual Results:  
I can get no downloaded files.


 To download any files.

Please try deleting the downloads.rdf file in your profile. The file can get corrupted over time.
