"show my windows and tabs from last time" in options is supposed to re-display all the tabs from last time Firefox was running. With home page set to any URL, setting Startup: When Firefox starts to "show my windows and tabs from last time" makes the new start Firefox points to a blank page without tabs.

Reproduce steps:
Download the Firefox 2.0 build on Windows XP service pack 2
start Firefox; go to Tools->Options; Change Startup: When Firefox starts to "show my windows and tabs from last time"
Open a new tab and type http://news.google.com/
Close Firefox normally (Don't force to kill the process) by closing the main window
Start Firefox again

Expected: Default home page and a tab with http://news.google.com/
Observed: A blank page in startup
Actual Results:  
A blank page in startup

It might exist in Linux, too. You might want to test it

WORKSFORME.

Can it be that you've somehow disabled the SessionStore (either through an extension such as Tab Mix Plus or through manually setting browser.sessionstore.enabled to false)? If you did that History -> Recently Closed Tabs will also always be disabled, even after you've closed a non-blank tab...
