this has been an old problem, I am surprised no one ever reported:

When save a link path name containing "~" character converts to "%7E" after publish to the site.

i.e. edit URL link "" saved in composer, but after publishing to the site, the link name cut-and-paste becomes "http://home.comcast.net/%7Ejoe"
which is very annoying...

Reproducible: Always

Steps to Reproduce:
1. edit link http://home.comcast.net/~joe
2. save and publishhe
3. reload the page seamonkey
4. select link copy
5. paste

Actual Results:  
http://home.comcast.net/%7Ejoe

Expected Results:  
http://home.comcast.net/~joe
