I'm splitting bug 361744 in two,
as that bug is a (not so) "recent" regression,
while this one may have never worked !?

yes, looks like a dup.  I vaguely remember there being some activity elsewhere about this issue, but maybe I'm getting it confused with something else.

perhaps ur thinking of draft settings not getting restored when message is edited (vs saved)
