The strings like "Buddy, family, co-worker" are hardcoded in IMGlue.dll. 
Actually they are in nsBuddylistPersist.cpp and nsCAimBuddy.cpp.

This bug needed to be filed under "Communicator", 5.0, and under
Plugins to be noticed by amusil. 
Ray, are you going to fix this on your own or send it to amusil?

Now localizable from aim.properties. Note that the the aim.properties has been 
moved to locale/en-us/Global/ rather than locale/en-us. Thanks, Vishy

The names like:

budlist.Buddies=Buddies
budlist.CoWorkers=Co-Workers
budlist.Family=Family

have been externalized but changing these values
have no effect at all in the names of the buddy list category
names. The following is the current directory for aim.properties.

chrome: locales: en-US: aim: locale

Re-opening because the changes made have no effect on
the UI items in question,

Are you sure that after setting these, you started NIM with a new screen name. 
These only apply when your buddy list is empty, which is usually only the case 
when you get a new screen name (or if you deleted all your buddy groups).

Thanks for the clarification. I didn't realize that the
these category names are written out and stored locally.
I guess this means that if a user has created buddy entries
usign PR1 Japanese earlier, using the current build will
not correct the category names unless they are wiped out. 
I wonder if we shouldn't be migrating these somehow.

Anyway, marking it verified as fixed for this particular bug.
