362081 - [Cairo][regression] Aqua decoration on submit buttons incorrectly sized

Buttons (submit, reset, type="button"): the 'gelly cap' cocoa layer is too small and does not grow vertically to accommodate larger font-size or additional padding.

(This possibly could affect Cocoa-Cairo Firefox/Minefield as well, but the cocoa layer is not turned on at the moment).
