If I want to change from NEW to UNCONFIRMED, I can't. Ideal scenario would be:

1. The product is configured so as to receive new bugs as NEW.
2. Someone creates a bug.
3. Someone changes the product so as to be able to create UNCONFIRMED bugs.
4. Someone wants to change the old NEW bugs to UNCONFIRMED so as to force developers to take action and try to reproduce the bugs, so as to change the REAL bugs to NEW.

Other changes that are not possible: from RESOLVED->WONTFIX to RESOLVED->WORKSFORME. The scenario is when a developer has got confused and he found that the issue was already solved, and don't want to send two e-mails to the watchers of the bug (because of REOPEN+RESOLVED->WORKSFORME.
Summary: Some bug status changes are not possible → Some bug status changes are not possible (NEW to UNCONFIRMED, WONTFIX to WORKSFORME, etc.)
New to unconfirmed is bug 266297. The other state changes you mention are possible, there's just no easy way to do them (you need to use either "change several bugs at once" or hack the process_bug.cgi URL manually), at least until bug 92515 was fixed.
