Toolbars disapear/vanish/become lost

start mozilla
view -> disable sidebar
view -> toolbars -> disable taskbar
view -> toolbars -> disable navigation toolbar
click side tab/handle of personal toolbar
It's gone...no way to get it back. Can also remove perlsonal tb first, and
navigation both will be lost. Heres a screenshot, note both toolbars are
enabled, but theres only a blank space, and no tabs.

Buildid: 2000041815, and I've had this happen in previous win32 builds too.
