Upper Toolbars Vanish when Collapsed

Details
When either of the upper two toolbars (Pavigation / Personal Bookmarks) are
collapsed, the collapsed toolbar vanishes, rather than collapsing. When both
are collapsed, a thin grey bar replaces them. The view menu still indicates
that the toolbars should be visible. Opening a new browser window (via CTRL+N)
presents a window with the toolbars properly collapsed. Navigating "Back" or
otherwise asking the browser to reload/redraw the current page does not
resurrect the toolbars. Exiting and restarting Mozilla presents a browser
window with the toolbars properly collapsed.
Expanding and collapsing toolbars that are initially collapsed -does- reproduce
this bug, as well.
The bug is apparent in the mail/news client, as well, except that, if the
mail/news client's toolbar is initially collapsed, it appears blank, not collapsed.
The enclosed URL contains screenshots relavent to this problem (all starting
with "m15_toolbar"), not a site where the bug is especially prevalent.
