Fixed positioning of elements with the example given in the W3C definition gives overlapping elements. The footer is drawn at the top and overlaps with the header. The main and sidebar also overlap with the header, but this is due to the headers small size.

This is a DUP of bug #4209. There are several compositor related bugs concerning fixed positioning Note that as a workaround for the time being you can specify a background color for each of the fixed positioned elements and then things paint is a sensible fashion *** This bug has been marked as a duplicate of 4209 ***

With background painting the footer is still placed at the top of the page. It is painted over the other elements. See attachement.

You must not be using the latest build. I took your example and made specified background colors for each absolutely positioned element and it looked fine
Marking verified dup of 4209.
Status: RESOLVED → VERIFIED
This is mostly fixed by the fix to bug 4209, but R.K.Aa's comment about the non-functional scrollbar remains true.
