gfx scrollbar is not cleared before new view and scrollbar paint

Details
On Windows 2000, with M15 using gfx scrollbars the scrollbar isn't cleared
before painting a new scrollbar for a new view. If gfx is switched off then
the scrollbars are fine so I don't think there's any dependency on video card
for this although both systems this was reproduced on use an ATi Rage 128.

I'm not really clear on what you are describing here. Are you referring to
the scrollbar thumb not being resized as a page loads? Does it look like this:

Yes basically it looks like that, I looked for duplicates before I made the
report but obviously I didn't search hard enough :-)
